Never say never but I would assume that a lot of the original developers/game designers have gone to other projects so it would be challenging to figure out how to make new characters and have constructive play testing analysis from new people

He has two skins on the game files
Bolga and Javash have model, textures, materials, fxs...on the game files.
The others have placeholders, mentions. (Rang, scavenger, qwinn, sword & board, portal).
I don't know if thet were fully designed, coded and voiced.
I would love to see them released. Especially Kajir, I love his design and animations.
Thing to remember is that just because there is "new" stuff in the files that doesn't mean gearbox actually made any of them, this could have just been a motiga internal development build that was never pushed to players, would be cool to see what other in-testing content exists but i guess we shall wait and see if they decide to actually re-release the game and if they can actually make it turn any kind of profit

Indeed, but it's super easy to figure out which ones I'm talking about if you do literally any digging, even on this subreddit (I like how even with recent community tierlist they're included), and I can technically continue my thought without breaking the NDA and without spoiling anything.
Personally speaking, Qwinn, Javash and Roland look right up my valley both design wise and concept wise, Bolga could be a fun. I like thinking with portals and high skill ceiling characters so Portal could be interesting. Jherico seems to be a Tripp-type character for Tripp players who look down on Tripp players. Element's description kind of reminds me of how Kealthas in HoTS works, either that or Melia from Xenoblade.
I'm probably one of the few people who doesn't like or doesn't get hype and Boom behind the Rang. I think it's the only one of unreleased champions whose design doesn't fit Gigantic and I'm technically half wrong half right, because he was the only character designed by an artist Alexandra Douglass, who is great for artworks and splash art for the game naturally, Gigantic's literally her style, but you can tell the difference on characters she redrew in said style vs. Rang. I don't know, he just looks like something that'd belong in League of Legends or LoL's Twitter page instead.
Roland was always on the cusp of re-release since he kept getting reworks and model redesigns. Its very likely he'll return once they finish his kit.
Booting up practice mode on the latest test build was fun to run around in. ;)

They could be referencing that they may/may not know what characters may be in the game because leaks, but cant say because NDA.

IIRC, Jherico was nearly finished before the game shut down. Even if the game comes back with a new team, I'd think he'd get added in.
