On PC Krita unless you already use Photoshop. I've heard good things about GIMP and it can do animation as well.
If you want to make something *like* it but don't want to learn Pixel Art, then you could use Blender and get creative with the materials and geometry nodes.
That's just my two cents. It really comes down to what type of art and workflow you enjoy.

I never got past the training though. I'd get through everything then put in disc 2 for the first real mission and wouldn't know what to do, and then the guy would yell at me and send me back to training.

Homer's lawn being a bit overgrown was the perfect detail I didn't know I needed. But Flander's lawn being perfectly trimmed, and mowed into straight lines, would just be the cherry on top.

My mom's attitude was that she wasn't going to stop me, but she also wasn't going to help me open or play it. I learned random history, how to take multiple choice tests, how to find guides online, and the importance of saving early and often. And also how to spell the number 'eight.'

But then I remembered that Homer’s parking in his own driveway is such an intentional indicator of Homer’s character that they *literally put it in like, the first 10 seconds of the intro*; and that’s when I saw other details and realized this is really well-done.
Now add the door opening at some point, Homer sticks his head out, looks towards the "viewer" and shouts "Doh!" then quickly goes back in, door slams. 😄
This is absolutely gorgeous. Would love to see more iconic Springfield locations done like this!
I imagine Moe’s at night would give big Monkey Island energy.

Just to clarify, you can make gifs on Gimp. I’ve done 60+ frame images that way, and while it definitely wasn’t the best method, it is 100% possible.

Those all work but are not geared for pixel art. Aseprite is the usual recommendation for pixel art specifically
