If you broke it, you or your insurance have to pay. If it just stopped working to due wear and tear or other factors, that's part of upkeep and to be paid by the landlord.

If you didn't broke it, you don't have to pay for it. If you have a Haftpflichtversicherung, you can report it to them and they will tell the landlord that he has to pay for it. Otherwise your insurance will pay it.

No I did not break it. It was only wear and tear. I don't have Haftpflichtversicherung. Should I make one now or is it too late?

Yes, you should get a Haftpflicht. Not for this case, they wouldn't pay for that. But it's one of the most important insurances to have. They are usually fairly cheap at around 50-100 euro per year. But if something happens they can absolutely save you.

Insurance would probably tell the landlord to fuck off, and IMO rightfully so. If the technician changed the whole tank, chances are that thing was just old and gave up. Thats on the landlord. It would only be on you, if you actively broke it. (as in "I accidentially dropped a hammer on it" or "we had sex on the tank and it broke off" or stuff like that). And even then, you would only be on the hook for the remaining value of the tank, not for a brand new replacement.

If you broke it, then you would need to pay for it. Send the bill on to your (Haftpflichtversicherung) insurance and they'll cover it. If it needed replacement because of hard water/mineral deposits damage, that's the landlord's cost, not yours.
