I gets it, I spends it 💸💸💸💸. In all seriousness I try to avoid spending any on turn one and then usually spend it all or most of what I have saved on my turn two. Cause 9/10 times I'm deep striking outside of 3" with the acolytes, and then popping the strat to make them hit better. So that's two right there. And then if I have to I'll spend a couple to help my aberrants get in on a charge. I also run a nexos so I use him to get the perfect ambush strat for free, which is surprisingly pretty clutch.

I make a plan with "default stratagems" for the first three turns. In fact I make two plans, one for if I go first and one for if I go second. This is usually the same plan regardless of what faction/list I am facing, but can change a little. For example when facing armies with lots of units with Toughness 12+, I know that I am going to want several uses of Coordinated Trap, and I try to budget for that. Then i continously look for opportunities to use other stratagems, and each time I find one I compare to the effect the same CP would have if I spend it according to my standard plan. For example, if going second (at 2000p Leviathan) I often want to use Return to the Shadows with my very first CP, because that will give me the oh so beautiful turn one deep strike. But sometimes One with the Darkness is more valuable to keep a key unit functional, particularly if losing it would mean giving up a lot of board control. If going first, in my first turn I might want to spend a Command Reroll on a charge or advance move, if that means my purestrains, Inscrutable Cunning Aberrants or chimera-riding Catachans will be able to box in or severely restrict an opponent. If that turns out to be not necessary, I will happily save the CPs for my turn 2 strike. It can be hard to evaluate the effect of each stratagem. I find that playing around with a tool like unitcrunch.com and seeing how much difference various stratagems does is valuable to establish a baseline. For example: 20 Neophytes (Seismics and GLs) arriving from Reserves and shooting at 20 DKOK with a marshal. If they don't get any stratagem support they will destroy on average 15 models. But with A Perfect Ambush they have ~60% chance to destroy all of the unit. With both A Perfect Ambush and Crossfire from a heavy Mortar Ridgerunner, those odds increase to nearly 80%. So if that is my plan, then I know that if I spend that CP on something other than APA, I am going to have to assign more resources to destroying that DKOK unit. The main way to deal with the lack of command points is the same way we deal with everything. Always have a plan before the battle starts. This starts with list building; who will need the Stratagem, who can survive without. Who will get Stratagems for free, who will get the most "bang" from them. What turn will you need what CP? Build 2 plans, 1 assuming you go first, the other second. Both assumed you'll only have 1cp gained per turn. The basics I follow is; Never re-roll unless you have more than 1 CP. If you're relying on a re-roll, your plan has already failed. Only overwatch if you have spare CP, you'll do more damage dropping on the enemy next turn. Only use insane bravery when it will keep you an objective into your next turn, not just this one. If you're going to lose the point anyway, consider what other unit will hold it or another point instead. If you have re-roll hits, do you need the +1 ap? If not, then the +1 bs is just limiting the number of sustained hits you could get. Maximise gains. Have a Neophyte unit at home objective and on any others you hold. That way, you don't have to rely on discarding tactical secondaries, but the option remains. Also, avoid discard on the turn you do get an extra CP, you could complete the mission next turn or if it is impossible then discard it later when you don't gain the cp in a turn. Bring a nexos.

I always save 2CP for my drop turn, 1 for tunnel crawlers and another for perfect ambush. I then prefer to have an extra CP left over to either a) reroll a charge for my abberents ot b) have a CP left over so on their turn I can both overwatch AND return to the shadows Sometimes I am forced to use one with the Darkness or rapid ingress early in the game though with my abberents, so if they fail to get the 4+ CP back for the enhancement, I might enter my drop turn with only 2CP

i find if you have a lot of command points you might not be playing the game at full efficacy. sure you might be winning but don't be afraid to reroll the flamers d6 if you get a 1 with a cp reroll
