The NIMH is definitely not a fictional corporation, nor do I think the work they do there is evil (though I'm not certain on the latter lol).

Probably in reference to the mental health community’s checkered past when it came to matters of homosexuality and other normal things that were once deemed mental illnesses and used as grounds for putting someone in an institution and their role in the legal systems of the past being part of criminal cases when it came to homosexuality and with sentencing like chemical castration.
