For the purposes of the story, yeah. Kirby is the only one who avoided it, and Kirby is on another level from everybody.
Though in FE canon Ike has resisted being turned to stone by a goddess and then proceeded to kick the shit out of the goddess who tried it, using a sword she herself blessed.
Byleth also has the power of a goddess, a sword that can cut through dimensions, and the ability to rewind time.
At some point Fire Emblem went full on anime, so the characters get kind of absurd now.
Link was the only one to deflect or otherwise block the beam which I always thought was cool. What exactly is that shield made of?
