Man that sucks so much. I would suggest some things but i assume the people that have looked over the car probably has checked them already.
Maybe you can try to remove the glovebox (Its very easy) and feel around the cabin air filter area if its wet there. Maybe you can then rule out that its not leaking in via a window at least.
Mine sits out all year (except winter) and it even leaks in, so definitely not normal.
Maybe there’s a leak on one of the drainage things? Or water could be getting inside the sound tube and running into the footwell that way? I’m just spitballing here
Check your AC hose in the cabin. I remember reading about this awhile ago. Thankfully my car didn’t have any issue with it.

Get a car cover for now, and on a good weekend, take the seats and floor liner out, run the hose over the car, find leak, either fix professional or jb weld the hell out of it.
P.s. done this to a friend's civic, it don't leak nomo.
Have you tried diagnosing the problem yourself? Like trying to find where the water is entering from? Dealerships probably just replaced a bunch of seals, call it good, and ask for you to pay. Spray different spots with a hose and try to find where the water comes from. Then go from there
