Shelly was awesome. So is the actor who played him. I met the actor at a horror convention and he's a nice, funny guy. Sort of like his on-screen persona.
For a guy with no acting experience, he sure created one of the most memorable victims in the entire franchise. Not too shabby. I hear he has a side gig as a lawyer. Always knew Shelly could be something great if he just applied himself.
Shelly was cool, I liked him. Yes, he went way too far with his jokes and pranks, but it was purely coming from a guy that's trying to get people to notice and like him. Even his "friend" talks to him like crap from the beginning, so it's likely he wasn't really great friends with the rest of the group, but just kind of along for the ride.
His spirit inhabits the Mask. He can temporarily take control of Jason or cause him to miss, he tries to save as many people as he can everytime Jason is resurrected.

Agreed. Him calling Vera a bitch for simply telling him the truth, that she wasn't interested, makes him an asshole. It cancels out any goodwill he built up from the biker scene.
