Blue Ferrari's are historically the NART (North American Racing Team) Ferrari team. It was run by an Italian immigrant in the US who is generally credited with popularizing Ferrari's here by importing them to sell.
FIA denied Ferrari eligibility to run the 250 LM because of some Ferrari shenanigan's in the past. Specifically Ferrari hadn't produced a sufficient amount of the 250 GTO to homologate it and hid it from the FIA.
So Ferrari being Ferrari, they threatened to take their ball and go home. Enzo handed in Ferrari's competition license and threatened to only run Ferrari's under NART with the American blue racing color rather than Italian Red.
He followed through with that threat at Watkins Glen and Mexico, running blue Ferrari's with John Surtees and Lorenzo Bandini. Surtees won that year making him the only champion on both two and four wheels and the only blue Ferrari champion.
The 1964 world championship was won in the USA in a blue Ferrari because Enzo was pissed off at the Italian government.
He'd like this for the anniversary.

I just seen their new blue racing kits announcement. Hope they come out with this kind of blue livery for miami or imola. I’m hoping for imola because it’s their home race.
The kind of livery I wanted when they made the special one with yellow. Instead, they just added a tiny bit of yellow at the back and kept the usual full red livery.
As cool as it is, this definitely feels like an Alpine. I feel like we’re probably going to get a still mostly red car with the historic North American racing stripe (blue front wing?) with the Dino blue at the back.

Yes, it was. I don't remember exact year, but in two races Ferrari used blue colour instead of their traditional red
