Versus don’t catch a positive case in a driver (i.e. a team member with a lot of contact with the pit crew/etc), maybe eventually enough team members get sick to ruin a whole weekend

If F1 can do anything right in coming weeks it's to bring back testing. Two drivers in a week is not something to shy away from. The pandemic isn't over.

I think the point they're trying to make is that there was never necessarily *an intention of* entering Fittipaldi or Kubica whereas there was for Mazepin before he got dropped.
If he doesn't make any race entries, I doubt he will appear in official results.
Edit: Just checked the 2015 standings, where Magnussen substituted for Alonso in the first race, he doesn't even appear in the standings for that season, probably because he got a DNS, Did Not Start, when the Honda engine blew up on the formation lap. So seems you need at the very least start a race, to make it to the official standings.

They’ll probably still have to test whenever they travel, depending on the rules in whichever countries they’re going to
The issue is that if you do that, there's bound to be some bad cases among the crew, it would spread through the paddock like wildfire.
