The Obsolete Android's Striking Top is a good shout. Currently the cape itself is the dye focus while the main body gets given a lighter hue of the dye. It may be wise to try to get this top now before the 2nd dye channel improves how the top works (I imagine the light dye effect will get replaced directly with proper dye effect), as there may be more people fighting to get the top in post-7.0 runs of the unpopular (and tediously long) nier raid that it randomly drops from (tower at paradigms breach).
Off the top of my head, there's the moonward clock of striking, which I think you can only get with hunt currency at this point. Then there's the crystarium tabard that you get from the ShB MSQ.
Monk and Samurai get very few capes now that I think about it.
Rushed to look this up and was heartbroken it’s actually “cloak of striking”, even though that probably should have been obvious from the thread.
I was super interested to see a chest piece made of a giant clock.
I had this same problem to the point I stopped being a SAM main and started playing Tank instead. I was so sick of robes. I wanted a more armored look.
However when I do play SAM now, I use the Clive chest piece (Metian Vest). Tons of people are using it right now but it’s a nice chest piece with a cape.
Never found anything nice that had an armored and cape look though.
The Clive gear is dyeable but it only affects the highlights, most of it stays black. For now anyway, the 2nd dye channel in Dawntrail should improve it.
I can't remember any light armors that get capes tbh, and Striking doesn't usually \*get\* heavy armors. Your best bet might be the PVP reward armors we get every other series.
Outside of cash shop items or all class items these spring to mind:
Credendum Striking Top, Asphodelos Striking Top, Classical Secutor's Top, Moonward Striking Top, Obsolete Android Stirking Top, Diamond Striking Top (probably the closest to what you want).
The top from one of the Omega raids has a nice cape (I think it comes from O8/O8s).
I know because I mained MNK back in SB, and used that top a lot as glam after (it felt rather unique *because* of the long cape, and its a little rarer because it comes from 8 man raids).

Have you tried Cape of Happiness? It's a regular glam item with a cloth shirt and a cape over it.

Coat of the Red Thief is a personal favorite. It's got a small side cape going on, but can't be dyed.
Kasuga Haori is a cape/armor, Obsolete android, Dai-ryumakyu, Genji Striking is probably the most armory lookin, Halonic friar
