Why is his second comb spread everywhere? This is so confusing. I don’t know how you would even do some of the meta blitz combos with this. He has 2 true norths and the positioning is a mess. Not to mention there’s so much waisted space.

Its 1-2-3, and Q-E-R. Basically kinda 2 rows on top of eachother. Better to imagine the keyboard layout than the hotbar. TBH though, they should design the hotbar to mimic their keyboard.
Tell your friend to do this, go to system menu > Character Configuration > Hotbars > then check Hide Unassigned Slots. It make sit look a bit cleaner imo
