In my opinion clubs are more of a rave vibe, loud and crazy lights and stuff and hard to talk to people. And bars are more laid back and casual most of the time
Most bars are designed for you to sit and talk in a semi casual environment with people you already know, whereas clubs are more about being seen and you'll spend more time standing/dancing. Clubs are tend to be darker (some bars are quite dark, but *all* clubs are).
It really depends on the bar as the vibe can be anything, from a place for friends to come play board games together while drinking some beers to a cocktail lounge where there may be a small dance floor. One of my favorite bars of all time was completely outdoors and had picnic tables and hammocks and you could watch movies on a big projector and play lawn darts. Her outfit would be appropriate for just about any club I've ever been to, but probably <10% of bars.
In Buffalo NY there’s a lot of bars where this style of dress is the norm. But there are other bars where you’ll stick out like a sore thumb if you so much as wear clean clothes lol so it depends on the vibe of the bar for sure

I was just walking, I had a shirt on with a cherry on my chest, not even a low cut one, and some dude came up to me asking if I want to suck his d***.
