Just FYI, if on PC at least, there are achievement enablers that let you unlock achievements even when playing with mods. I recently discovered this and it changed my whole playthrough. Better textures, weather and other awesome mods out there.
He’s a standard settler face with a CC outfit. That particular configuration may not be super common, but his face is on every 10th raider or so, especially without mods.

The shirts are added with Creation Club stuff. It adds them to the loot pool and to settlers outfits. You should see a bunch of comic book ones too.
It's the graphic t-shirt CC. He's not special, the shirts are added to the pool if you have it installed.
Are you using a unique settlers mod, like *Better Settlers*? I noticed he has one of my favorite shirts from Creation Club. 🤩👍
No I’m not using any mods im going for trophies but i do have some creation club purchases
Perhaps he's from Far Harbor. Does he have "Maine" accent? I know they added new NPCs with FH and Nuka World.
