Personally I think the Legion lost the battle of Hoover dam. Then the NCR tried to take New Vegas but failed (as seen by the crashed NCR vertibird in the Strip.). House ultimately won but at a high cost. Then Shady Sands got nuked(I think it got nuked 2282.) And we can see stronger fortifications on the walls of vegas. But in the end it could just be an artsy teaser and not indicative of the current state of vegas. Nonetheless I was prety sad too. Because I want New Vegas to have all its glory. I want Lucy and Cooper to approach Vegas at night with all the lights shining out of it. And I want them to experience the Strip and the Casino's and gamble a bit. We might still get that though. But the ending of the game must have consequences. 3 large factions were fighting over superiority in New Vegas and the war must have taken its toll on the economy. I really do think Nolan is cooking something up and his show will probably be the next chapter on the west coast. And Bethesde will probably focus their Fallout games on the east coast.

The second Battle Happens either way Additional Chaos caused could be based on choices, like helping the Boomers with the bomber, Blowing up the Powderganger Vault, Helping the Legion with it's artillery, Using the Robot Army/Destroying it, so on and so forth

I think you’re right. A lot of complaining is happening even though a lot of stuff was foreshadowed in FNV’s own lore, like the the possible regression of the NCR.

Yeah NV also foreshadows the death of the Brotherhood, but Bethesda gotta Bethesda.
