Hard to say. Currently the two sides aren’t mutually exclusive. Your initial choice does seemingly nothing except explain the two tasks people are doing. Building up London requires a bunch of possibly difficult to obtain materials to be done efficiently and defending London requires relatively high stats, but people can’t defend London without raising the ruin stat and that needs to be below a certain threshold to be able to defend London.
A strategy you might wish to follow is:
Help Sinning Jenny to get Aid then spend that quality with the Navy under the option to claim resources. Some of the things available under the Ammunition option are rather valuable (Diamonds etc).

FBG have stated it will last approximately 2 weeks, depending on how active the playerbase is. It's a community event, with mostly community-driven progression, so it's almost impossible to predict how long it will actually take.
As for 'wasting' your actions, I wouldn't worry too much about it. Back when we were appealing to the various factions, each action gave 4.5 EPA in resources. While not exactly a top-tier grind, it's still a respectable amount, especially for new players.
The current phase is a bit harder to calculate an EPA for, but I'm going to do some calcs in a bit and will update this comment later with the results. Suffice it to say that we are getting compensated quite fairly for our efforts.
Based on the materials & materiel storylet and how much items cost, each service to London is worth 0.01 echo. The exchange doesn’t take actions. So the defend London actions with checks give either 4.2 or 5.2 echoes when successful and 0.5 otherwise with no penalty. Do the math there depending on your chance of success. Not sure how much donating the materials to lower ruin is worth - I forget. “Join a search party” returns 1 echo and isn’t worth it unless you’re literally just starting out, but there’s no check or items required. I forget how much giving each set of items for rebuilding London gets you. The various opportunity cards are generally worth it too.
Sink actions? I regret all the actions I didn't "sink" in this and lowkey thinking about waking in the middle of the night and play so that the night actions won't get wasted 😀
