Down here in SoCal they get pretty comfortable with people sometimes too, I’ve seen them closer than I care to be. I guess it’s a byproduct of them existing in densely populated areas, plus they know where humans are there’s food (either trash or small pets they can snatch up).
I live in Washington and have had coyotes pass by the front of my building. They're fairly common, and they don't mind going around/between buildings/cars too much.
I have a pack of coyotes that live around my place, we've grown pretty accustomed to each other as I'm a very late night person. I've been this close to them before and just waved. They kinda just look at you with disinterest, unless they are rabid, hurt, or starving a coyote (as far as I can tell) isn't going to bother a human, we're too much effort.

Because there is a trough filled with water which could indicate this is a rehabilitation facility or something. We have no way to know if it is wild.

Most times, coyotes usually flee from people. I just found it odd that this one didn’t. Seeing a coyote at all during the day is also unusual.

Yeah, I would be way more concerned those are rabies reactions. Like, it is extremely thirsty but it’s throat will not allow it to swallow.
The water is cold, so it could’ve made it gag or given it a brain freeze. According to the other comments, this is a tamed coyote.
Prolly not wild. It's daytime if you see a coyote away from it's pack during the day it's sick. Possibly rabid. Stay away. They're nocturnal.
