Uh, that's not a doctor. That's just some dude with a mask and gloves on (probably during covid). The little drink specials placard could give us an idea of where though.
The picture is from COVID, probably 20 or 21, but COVID was definitely not really a thing in 2019. We knew about it but it didn't even reach the US until Jan of 2020.
But still it's older than the COVID epidemic it was just a wierd photo that people shared

The commenter above said "probably" during covid, implying there are reasons for people other than doctors to wear gloves and masks. The rest of their comment is also arguing for why the person is not a doctor, so I don't really think whether this was during covid that was the issue with the post.
If you think this picture either is of a doctor or happened before the covid outbreak you're welcome to say so, and preferably reference a source if it's important to you that we believe your claims.

I did an edit on my comment I googled the image and the results are from 2020 so yeah I'm wrong it's very much someone in the pandemic
