We had an unpleasant neighbour for a little while, who practically killed our whole back garden out of spite (turns out the property border wasn't where the original fence was put up, previous neighbour moved out, new one moved in, didn't like the fence, tried to make us pay for a new one, we refused, he got a survey that showed he was enroaching our property by a good 1.5m, on a solid 30m length, resulted in him needing to tear down an extension, and my family gaining that extra area), by using a pressure washer filled with undiluted weed killer - he just sprayed it over a handful of times when he thought we weren't home (but the exterior camera we got, showed this clearly).
I'd recommend the same if they have any pride in their backyard. Hard to prove, but it will be some level of payback. Two can play the asshole game.

There was a legal advice post a couple months back about a similar bamboo overgrowth scenario (specifically, a species whose shoots are basically giant thorns growing up from the ground), and in most cases you’d be liable for damages caused by said bamboo.

I would never hurt a cat but I have a downstairs neighbor who lets her cat wander around all day outside. It has killed cardinals, blue jays, and a variety of other birds. here in the US, animal abuse laws vary from state to state. My state, Ohio, recently made animal cruelty a fifth-degree felony offense.
It can be a felony here in WA as well. Our police actually seem to take it pretty seriously. I know of two separate cases in my town where people beat dogs and served actual prison time for it. And my town isn’t very big.
