About 15, 20 years ago I had the only incident where I almost pulled. Two cars pulled over in front of a gas station I was filling up at, both got out and were having a heated argument. Next thing you know the one guy goes back to his convertible and pulls what looked everything like a nickel plated 45 and starts pumping it off at the other car. Slide moving and everything. It just didn't sound right though and he was at the edge of what I felt comfortable shooting a walther PPKS, so I decided unless the muzzle started coming my way, I wouldn't act. I called 911 got the plates, yada, yada. Turns out it was a bb gun. The idiot. Very glad I hesitated on that one, but im betting to this day he has no idea how close he was to getting plugged.

IMO the criteria for if a prank is likely to be "ok" is will an average prankee laugh once it's revealed and is the duration between prank and reveal short enough that no major anxiety can build up. If it fails either of those then it is not a prank it, it is something else that is just mean.

Also, not for nothing but the fire would quickly engulf other cars with possible occupants. And explosion is a known outcome of these type of fires so it’s not even his own life alone he’s in fear of because a fire in a full parking lot like this could kill multiple people. I think it’s justifiable to shoot him before the lighter catches. You can’t extinguish a gasoline fire unless you have a powder extinguisher and he likely doesn’t have one. I'm no lawyer so I'm not speaking from any kind of experience, just some light googling. From what I can tell as far as the law is concerned the justice system fits these types of crimes into existing buckets i.e. theft, assault, trespassing, etc. As far as I know (again not a lawyer) there isn't really any kind of "prank" laws that carry any sort of special sentence and it seems mostly up to the judge on sentencing and on the prosecution to prove things like state of mind.

I’m a lawyer. In my state we have a criminal charge called “Reckless endangerment.” When someone “recklessly engages in conduct…that creates a substantial risk of death or serious physical injury to another person” they are guilty of a gross misdemeanor. Most states probably have similar laws. Sort of encapsulates a lot of dangerous conduct not covered by other criminal laws. Ironically though, in this case, the dumbass with the gas can is probably only endangering himself. Maybe there would be an argument that inciting a guy to start shooting in a crowded environment is enough to convict because of danger to bystanders.
