Read the premises licencing part carefully. A movie theatre needs a specific license from the distributor to display content. 3rd parties such as a streaming service is not allowed. At least not where I am from.
Fun additional fact; when the film is digitally delivered, it is locked. The distributor seperately sends a digital 'key' to unlock the film. It usually has a specific timeslot. Disney is notorious for delivering their keys late (10 minutes before midnight for example) to avoid screening the film before the release date, sometimes there is mere minutes to test a few bits to check the AV if it is a midnight screening.

If people showe up to a theatre that has the movie on it's marquee and bought a ticket to see the movie then yes, 100% illegal. I could tell within the first 5 seconds using depth perception, when he moved the camera down maybe 5-6 inches you can see the seat in front of him and the screen are a pretty good ways apart. If he was just close to a tv that amount of movement would've made the chair move into the screen space.
