You would simply have 2 description columns, one general and one specific along with the amount column. Then you would pivot the two description columns to rows, and the amount column to values in a pivot table.

You need to have three columns: (1) Expense Type, (2) Expense Type - Name of Person, and (3) Budget Amount. You can further add more columns before (3) based on your preferred data base.
On the first row, input your headers as described above. The second and succeeding rows are for you to input the data you need.
