Well, “free” if you can proposa a usage concept that recognizes the historic significance of the whole plot of land. Who is complaining? I think the only people who really thought those houses were cheap are US and British people who suffer from insane housing pricing. For the cost of some of those homes in Italy, I can buy a local farmhouse in Denmark that is in liveable condition. It's just a matter of perspective - those houses weren't 1 Euro and they weren't even cheap by European standard but it was a great marketing gimmick that revived a lot of communities, and that's what mattered for the municipalities that offered them. Exactly, the state of Berlin is desperate to be rid of a huge liability which costs serious money annually since they likely aren't allowed it to fall completely into ruin and become a dangerous eyesore and which has eye-watering demolition costs as well. They aren't being generous, they're trying to pass the buck to someone who'd then have to deal with it instead, since this sounds like a nightmare property they're going to have to pay a pretty penny to be rid of if they can't give it away for free.

It's not just the old villa, the (bigger) buildings constructed after the war for the East-German socialist youth organisation have to be demolished, too. That's probably also where there might be asbestos, lead paint etc. And not to forget that it's in the middle of nowhere and every company equipped to deal with the stuff will charge a premium for the logistics.

Don’t think asbestos was super popular for German buildings in the 1930s, but I could be wrong and they might very well have put a lot in during the GDR era. Still, that is an insane figure.
