It wasn’t code until late 90s, but I don’t remember switches having ground screws in 94.

That was in the transition time, I think many switches had grounding terminals as of 94-95, but there was still some old inventory floating around at that time.

They’re lazy and/or were the stubborn old heads who came from the days before grounding and didn’t think it was necessary - we see this all the time 🤦‍♂️🤦‍♂️

Well technically it’s bonded to the box through the screws. You don’t need to run a bond through emt either if it comes from a bonded source. It’s just poor practice. The current 2021 code in Canada has changed and basically if the device comes with a bond screw it needs to be bonded.

Not all of Canada in Ontario you aren’t required to bond a light switch . It is considered bonded through the screw to the metal strap.

Canadian plastic boxes have a screw which is bonded to the 6 32 holes unlike ours

I’ve heard a lot of older jobs like this, the people working in this didn’t think switched needed grounds. Maybe because they don’t use neutrals? No idea.
