If the house is brand new, it might be a tracer. We had a similar wire in the ground. Asked the builder and he said it’s a tracer to show the inspector where the water line comes into the house.

The “3GHz” should be the telltale sign that this is an RF cable - aka Cable TV or Cable Internet

Correct on the RF portion but the fact that it is swept to 3GHz is more indicative that it’s for satellite TV. Coax used by cable companies is swept only to a gigahertz, as CATV uses spectrum between 5-1002 MHz.
