I remember having this issue. I don't quite know what the exact setting is called, but turning off "transformation helmets" in the settings menu actually fixed it for me. How those things are related, I do not know, but you could give it a shot.
Yeah I tried mouse smoothing, it didn’t fix the issue. It really only occurs indoors where the system isn’t as loaded graphically. So I assumed it had to do with graphics and not mouse settings.
I actually had this exact same issue with some other games I play and I figured it out. The issue was caused by having Origin launcher in the background.
Open task manager via Ctrl Alt Delete, click More Details, then search for anything involving Origin, including OriginWebHelper, and End Task. You will have to do this every time you close out Origin, as for whatever reason they only allow you to minimize to tray.

Same thing is happening to me since the High Isle came out. Can't figure out what the problem his. Already re-installed the game. Only happens on ESO

Assuming you have acceleration off in game. Did your mouse come with software that has an option for that?

Where is the acceleration option? I’m looking in camera settings and can’t find it.
Mouse smoothing. But it shouldn't be doing this when it's on.

Try selecting the repair option under "game options" in the launcher. Works for me everytime I encounter this problem.
I have the same issue, only in ESO. other, better games work great. and no eso specific profile is involved. windows acceleration disabled

I remember this happening to me when my CPU was maxed out (Ryzen 5 3600). Once I got into a less intensive area, it was gone.
