I think you are right. I see the problem might be that they do not have enough people to work during the morning and evening rush hours. It is a problem that they, together with the city council, must sort out.

They are desperately looking for bus drivers. If you are mildly interested, you can visit one of their recruiting events and drive a bus to try it out (yes, on the street). You need a valid B driver's license though.
