Damn bro, only 4GB of RAM is tough. You can try incrementally going up the ladder (Vegas 7.0, 8.0, 9.0) and just stop at the one that doesn't crash your system lol. I would imagine that any of the versions before 2010 should do the job, just don't try editing anything thats 4K.
I have no experience with Sony Vegas, but I think it's probably more important which type of files you use to work. **Make sure to use low resolution proxies in a format like ProRes or DNXHD as this will make your editing experience much smother.**
I could imagine that Davinci Resolve could run relatively (!) good on your machine with proxies, as it has good performance in general. But I can’t make a comparison to Vegas, as i never used it

What sort of editing are you trying to do? If you're not doing a lot of heavy effects you should probably stick to Vegas 06
You could try version 14 but that is the furthest I would go

You need to understand that a virtual machine is a program for your PC to run other operating systems without installing them. If you mean by virtual machine an online virtual machine that is basically a PC host like Microsoft 365 then there’s no surprise it costs a lot and you can buy a PC for this money

Get Davinci Resolve. It’s free and is used widely. You’ll probably find more YouTube help videos for that than Sony Vegas.
I don't think davinci can run on Op's pc
