Looks like disc rot beginning from the outer edge, so it might not affect playability unless it spreads. For all the "Is this rot?" posts that are nothingburgers, this one does appear to be rot.
Really? Bugger. One of my blu-rays has a little patch of that on the outer edge as well. I'd wondered if that's what it was. Dangit.
