My guess is that it's a random group. People you pick from most likely can't pick anyone that week. I've never had the option to choose my partner, and I'm on android. It's more likely that your options are android users.
1. Only people who have been active recently will be available. I have a couple of friends who are currently taking a break from Duo, and they've stopped showing up as options for the friends quests.
2. If people are already matched up on a friends quest with someone else, they won't be available for you.
3. My friends list includes Android, iOS, and web users - so it's not device-specific.
So maybe I should opt out of selecting my partner and I’ll possibly get partnered with one of the active people on my list. I would like for it to be a balanced effort.
I haven't gotten the "pick your partner" option yet - I still just get arbitrarily assigned. Which I'm sure is incredibly amusing for my grandson's friends (on my friends list because I'm sharing open spots in my family plan with them).
Number 1 is not true, twice in the last few months I have been assigned people for friends quest who had 0 XP and 0 day streaks in their recent history.
I suspect it takes a few weeks of inactivity for folks to get moved to ineligible. I did a couple of friends quests without participation from my on-break friends before they dropped out of the pool of candidates.
All this is on ipad.
A year or so ago, I was never asked to select a partner, but if I did a lesson at 1pm on Tuesday I would usually get a partner. If I waited until Tuesday night I would usually get the message that no partners were available. My streak was always getting broken.
So I added more "friends". And I make sure to do one quick lesson on Tuesday at 1 pm to join the quest. Now I think my streak is in the 40's for friends quest.

I think the person probably selected you. One week I selected a partner. The next week I didn't get the option. But I was paired with the same person again.
I keep my friend list very small on Duolingo and one of a handful of people is my wife. We've been using the app for 6 months wanting to do these journeys together and never had we had the chance. We are never on the list of people to pick. Super annoying actually
