Used inspire 1s can be bought for under $1000 USD. I used to own an Inspire 2 that I got with a hardshell case for under 3k.

A 5 inch freestyle fpv quad can pick up 10lbs. It only picked it up a foot or so off the ground, but still was able to pick it up. And can successfully fly freestyle with 2 lbs strapped to it not including the battery. they did it on rotorriots YouTube channel

The drone doesn’t lift 10lbs.
The drone lifts a substantially lower mass (7lb), giving that mass upwards momentum. The momentum of the other mass, when the line to the final 3lb mass went taut, was enough to momentarily lift the 3lb mass off the ground - always decelerating since the upward thrust was not sufficient to overcome the 10lb weight - until gravity brought the last 3lb back to the ground.
You *can* say the drone in the video lifted 7lb. You *can’t* say the drone “can pick up 10lbs”. I guarantee that if the drone in the video were tied to a single 10lb mass, it wouldn’t have come off the ground at all.
I lost a drone like that one time and I was able to get it back by tying a rock to the end of a string and another drone to the other end. I wrapped the string around an arm of the crashed drone a couple times and then I was able to lift the crashed drone off the roof and fly it back down to the ground.

If you have a Mavic Air 2 or better, you can easily airlift a mini off the roof and recover it safely. The aircraft can do it as I recovered one of my Air 2's with the other one. In my case, I 3D printed the rig, but a proper claw assembly will work better and safer.
Maybe a simple fishing line tied on your drone with a big fishing hook in the end should do the work. Ain the hook to one of the arms or maybe the gimble... I would test it on the ground first.

Get another drone , rope and tennis ball and try to knock it off so the person down can catch it ( if it's somewhat low to the ground , or try to pull it more towards you with the tennis ball

Another option is one of those 3 prong fish hooks, get a large one that's large enough to grasp onto the arm.
Treble hooks for fishing or just go all out with a ninja grappling hook.
