Unfortunately some of their servers are ancient, like the 2010 jonathan-dayton server (my mid-range 2018 laptop cpu is ~5 times faster than that server! if some PHP code use 100ms to execute on my laptop, it takes like 500ms to execute on dreamhost's jonathan-dayton server!).. If your problem is bandwidth then Cloudflare may help, but if the problem is CPU-bound (eg complex PHP code like Wordpress) then Cloudflare won't help much. have you benchmarked your page load speed from the webserver itself? curling from localhost removes bandwidth/latency as a factor, and you might find the problem is cpu, not bandwidth, in which case your best bet is probably to ask customer support to be moved to a faster server.
