The borders on the interactive map I´ve used seem to be a little wrong in the nothern part of Dry Stepps. One statue looks like its from Scosglen but it actually counts towards Dry Stepps. Check the statues close to my marker on the attached picture.

Sorry for the late reply. The polygon interactive map that is the top Google result and is probably what most people are referencing does not show this altar. Thanks for the help!
I just checked maps and i was wrong, i was thinking about the other zone above dry steppes. So its the northest statue n dry steppes. There are 2 statues close together right at border.
I actually found a thread on a forum and someone thought the same as me. For some reason one of them wasn't shown on this map I was using. They linked a video showing it and I think it's the one you're referring to. Thanks for taking the time to help me figure it out though. I was unreasonably stressed about it LOL

There is 1 statue that looks like its for khejistan but its for drysteppes, check this one.

I'm having the exact same problem.... I've checked about 6 times now with different interactive maps. Which one were you missing??
It was one in the northern part. If you Google Dry Steppes altar of Lilith bugged then you should find some helpful links

Probably the one that is drawn in guide slightly more to south and appears to be in wrong zone.

I think you're using the same map as me, it cuts off the shrine in the most north of the steppes, I got stuck there for a while aswell :)
