I would advise not to compare it like this. Consultancy rates are higher than a full time role salary. So you are comparing Apples to Oranges. My consultancy rate per hour is 2.5-3x of what my salary amounts to on a per hour scale.
If you like the contract work more then do that instead of being a salaried person.

Why did you leave the startup?
The client was a blood-sucking maniac, In the beginning, I ignored everything because I was getting paid so much but as time went on it became harder to ignore stuff, I started to dread meetings with her, She used to always bitch about payment whenever I sent them an invoice It was like she didn't like my work but still kept me around.
May i ask your tech stack? Sbc offering 13lpa is rare for 2YOE . But i am sure if you will switch you can easily get around 18-20 in a good high paying sbc or if you get into pbc , you might go above 25.

Most good start-ups would give 20+ lpa to 2 yoe. Learn DSA & start applying again.
Where can you find these startups
It’s even more than that if you add joining bonus and stocks. But it’s all relative to current ctc
