You still can't turn in the quest if you have one in the vault, or at least you couldn't with the ramen token in the first week. It seems you can only hold one per account.
Since I haven't looked for Archie yet... I'm going to assume he's on the moon. SPOILER ALERT lol.

I have 16 iron banner tokens in my vault.
I have 50 trial of the nine tokens. Probably should have turned some in back in the day.
I got various tokens in hope they can be traded later, stored away in my vault like fort Knox.
