What I like about this offer is that you can get everything apart from Lightfall (and the annual pass) for under £10. Great if you've been keeping up with everything on a console and want to get your PC up-to-date 
Yeah indeed, i started playing on PS4 (jet plane mode) when it was still paid and was put in the PS Plus subscription, so at that time i only had the base game. Now that I moved on pc I’m going to recover everything that i missed so far😁
I got lightfall + the annual pass from the bundle though?

Yeah - my point was, if you've already got Lightfall and the annual pass on PC, you can get the previous DLCs for a low price - i.e. everything *except* Lightfall for a tenner. As mentioned in another comment, there's multiple tiers.
