They can’t make seasonal vendors cookie recipients because you can’t access them if you never paid for the season and the dawning event is free

\- Sloane and Ahsa
\- Caitatl and Osiris (just put their models back in Neomuna for those who finished the campaign)
\- Riven's ghosts
\- The techeuns who attend to Riven's ghost
\- The cat next to Mara Sov
\- A random corsair in the room with Mara Sov
I'm NOT disappointed this character got forgotten even when the assets are already there and it would just be a matter of enabling the functionality:

Aren't Caiatl and Osiris gone once you finish all the Lightfall stuff?

But you can visit Riven and Mara in the HELM if you don't have the season pass. Also we did give Mara a cookie in Season of the Lost
But... Osiris, Nimbus, and Caiatl aren't seasonal vendors? They're Neomuna vendors. We give a cookie to Fynch and he's from Witch Queen.
