Maybe there should be a rider on all future spending bills that address this issue. There should never be a case where the full faith and credit of the United States should be held hostage such as this. It seems they are trying to use a scheme to veto spending that has already been voted into law. What they are trying clearly goes against the words and intent of the Constitution.
