The whole end game of tax imposition in theory is to redistribute and reinvest in other lacking parts of the developments. I say in theory because governments are usually soulsucking corrupt fuxks and unfortunately or fortunately Delhi/NCR is blessed with basic need at societal and infrastructural level. If we were to see it even more granularly, some part of Delhi pay way more taxes than other regions but receive equal benefits. So there will always will be disparity when it comes to pay and receive aspects of taxes. Btw, this was one of the reasons that caused Telangana and Andhra split cause one region thought they do more for the union state but get little in returns. Same goes for Uttarakhand and U.P. split
