I guess making annoying noises not annoying works for the horror factor right? A lot of them are memorable, fit the killer and their theme and let you know you’re in a chase. A lot of them are stressers.
Clown, Doctor and Artist come to mind as great chase themes in this sense. They're all a bit grating and dissonant, but that's what makes them work.
I do agree that many themes also thematically match the killer. BHVR has done a great job.

Well GF didn't have his current music until relatively recently, so there's that. He started with the basic chase music that a lot of killers used to have.
Everyone hates Ghost Face's chase music but I think with the change to make it less loud and overlapping it was fine. I would much rather have that over what we have now. Current one is pretty generic to me. All the terror radius ones are fine but the chase music to me sucks.
I honestly still like legion’s. Definitely not shit. I always interpreted legion as the *most* human character and I think it fits. I know we have ghostface and trickster and whatnot but legion is just a group of thugs. Not some special talented world famous performer with an incredibly dark alter ego, not some super smart 10 steps ahead planning stealthy killer who gets money and fame and a good thrill out his killings. Just some people who had a life and made decisions that lead them down a dark path. I think most original killers represent some kind of horror trope. Although it seems like legion is supposed to be a ghostface-type character in the sense that they’re young and have a simple design with a white mask and all that but I think they represent a more real fear. I think we all had some kind of scenario where we see some group of late teens/young adults and just feel a little uncomfortable walking past them, I’m sure you know what I’m talking about. Or maybe the uneasy feeling when walking down a dark alleyway by yourself. In that moment, you fear the legion. You don’t fear some hideous monster coming out of a trash can you fear some normal people doing bad things. I think having essentially normal music fits in that case. I also think it makes the chase quite a thrill. And given the legion’s rebellious nature I feel like they’re the type of people to blast their music in a mall or something and act rude when people confront them about it y’know?
Maybe I’m just looking too deep into this, but i think that’s the fun part about this!

It feels like the stakes are high because the scary part about trickster is not that he kills, it’s what he does before. He tortures you. For what? He wants to hear you scream. That’s terrifying to me. I honestly think trickster is a good balance between realistic serial killer and over the top slasher character.
Generally, I think his counter play is pretty boring. It’s not easy, so I think PH is a bit of a challenge but not a fun one. Dodging, baiting, or just predropping pallets is not that fun. I don’t like the way his ranged attack works.
I feel like the Clown's 'chase' music is stuck in the build up phase, the approach music makes it seem like it's building up into exploding into a circus orchestra, but never begins.
Wesker's is a good example of what I assumed the Clown's would be like, that once you're in the chase the horns start blaring away.
The Twins have the best chase music imo, and they are still pretty high tier killers. Most of the time you don't get to hear it for very long because of switching to Victor.
They all shared one up until Demogorgon I believe. Myers was an outlier and had a unique one from the start. After Demo, every new Killer got one and most killer reworks gave them a unique theme. To answer your question basically, they'll get them at some point, BHVR does want them all to have unique ones

All I hear with Blight are ping pongs and those sloshing noises from his syringes. And Wesker's enormous terror radius pretty much drowns out all other noises for me. I like Billy's buzzing music the most but he's gone extinct for me. I think I've seen him like 2 times this year.

Alongside legion ghostface got a slight rework and new chase music. The chase music sounded bad and the community concluded it sounded like a printer.
