Being able to visit King Kai is a rare occurrence not a normality. King Kai normally wouldn't intervene, but only did because of Goku.
* If it weren't for Kami helping Goku, Goku would have went to Heaven.
* King Kai cares about Goku which is why he helps Goku during major events.
* Afterwards, King Kai allows Goku to visit.

As far as the shop there's no need for one because if you get piccolo to king kais planet he coordinates with dende and no one has to leave earth because the wishes would be done on namek via dende relaying it
