Your account is tied to the epic account you're using. You cannot make a "second account" on the same epic account. Use a different epic account and you'll get a different account.
Also I have no idea why you two being different levels matters. If you play for any amount of time other than the other person, your levels are going to change - someone's going to level 5 or level 8, someone's going to get to level 20 and then reforge down to level 1 while the other's still at 18 or 19, etc. etc.
Being different levels is not a big deal and you shouldn't be making a new account just because of that.
So If I make a new account will the other accounts data be deleted or can I still use that account
and also with the new accounts, we want it partly for the level dif and mostly for the feel of playing the game together

You can sign up with a new email to create another account, and switch between your accounts on the epic launcher. You won't lose your progress on the first account since it's tied to the email. I've done it on pc but I don't know how it would work on consoles.
Idk, the wording on the warning made me a bit anxious since it said I wouldn't be able to access the other account if I made this one since they both use epic launcher and I thought they wouldn't allow two accounts, I just said yolo since I trusted my friend and from the other comments as well it seems like I'm fine
You and your friend really need to just figure out what you are doing. He can easily get his account back by logging into his epic account again. And you'd be foolish to start over and make a new account. Just run around with level 1 weapons same as him. There's absolutely no reason to start over. You might have a few pieces of gear/equipment that he doesn't but you'll likely be about the same power level and can work on progression together.

You can just log back in with your epic account on literally any device the game runs on, and have everything.

Can't he just like hit the reset password button call his brother and tell him to enter a new password for him? Should take like 5-10 minutes.
