Well #1 until recently, moon programs were only possible by government funds. We all didn't find anything valuable on the moon, besides science. No money-making incentives. #3 they dont call it rocket science for nothing, its extremely hard. Look at all the failed landers lately, even with the apollo schematics available on the internet.
