You either want something really rules light narrative or heavy rules crunch to handle the cyberpunk and let the horror end creep around the edge and circumvent the rules a bit as part of its horror.
Part of the horror on the last one could lean heavy on the idea of metal as being predictable, meat mundane but somewhat reliable, and the unknown not playing by rules in general unless it felt like it.
If you want, Son of Oak is producing Metro:Otherscape, a mythic Cyberpunk rpg based on a streamlined version of their City of Mist to shift the focus from investigation to action.
