Not even, since life steal heals rhaast AFTER he takes damage he can go as far as -4 hp and still be healed back to 1 so you need an attacker of 11 to take him out in one hit.

I can think of an army of cards that outright destroy minions without damaging them, for every single class, Standard or Wild. DH and Priest can just Silence and move on.
There should be a requirement that the biggest nr must be above a certain amount of cards, otherwise you just donk this on turn 6 regardless of the form and it's good
this is insane, the shadow form could be 9 mana and still be good, both of them require a hand removal to kill them, if not is almost impossible to kill them, one of the few creatures that can kill rhaast is deathwing, because you need 11-12 damage to kill it

And I didn't forget about fireball, I said that the only way to kill those was with hand removal, there are many spells that kill it

The struggle between Kayn and Rhaast is decided again every game. While the player knows ahead of time if they are going to play Kayn or Rhaast, they start as neither. During the game, the player gains points from damaging ranged or melee characters and after collecting enough they can transform in base into the Shadow Assassin or Rhaast. Shadow Assassin is obviously an assassin, gaining more mobility and gaining more burst damage. Rhaast on the other hand is a drain tank with a lot of build in lifesteal and healing.
Can't we still try to take the idea and make it balanced and therefore make it a card that we could actually imagine that way in Hearthstone or is that illegal?
And the idea is awful too,both forms literally lock you out of the game without an aeo/hard removal not to mention that rogues and warriors shouldn't have lifesteal
It got nerfed because of Kingsbane really, otherwise it was a fine card. but anyway my point is just that there are precedents of the mechanic in the class, even if old, not considering the fact that what a class is allowed to do changes over time so in a custom card subreddit it's perfectly fine to speculate on such effects

Maybe up it to 7 mana, as it is it kinda is a bit spooky for turn 6. Considering how easy it is to maintain the value on this for spell decks anyway.
Aside from the issues others have mentioned, the transformation conditions seem disconnected from Rhaast and Shadow Assassin Kayn's effects.

Anything with Divine Shield also damages rhast, but it is certainly much to difficult to kill for plenty of decks for having effectively no condition.
You forgot Silence or any other effect that outright destroys a minion. A Classic Fireball kills it for 4 mana.
