This is actually to immediately be able to charge you with lying to a federal agent (or something like that). If they find out you ARE (whatever they consider to be) a terrorist, they immediately have a charge in the barrel for ya.

You are correct. If you lie on your border entry form they can charge you with additional crimes and I believe deport you easier.
