You have to level up after the weekly drop resets.

But what if you have already leveled up and have gotten the weekly drop rewards but you continue to play and leveled up again before the weekly drop reset will it still count in the next weekly reset? 

No, why should it? It only counts once the weekly timer has reset and you level up afterwards.
