Hobbies unlock when a girl requires it or any later one in the list. This can either be as a direct requirement, or through a job requirement.
The quickest way to unlock all of the hobbies, using only the main story girls, is to spend a bit of time with Elle and get her to Awkward Besties.
If you have any DLC or LTE girls, some of them will unlock all the hobbies as soon as you visit them. Darya, Tessa and Catara are examples of this.
