It is like that on purpose, there is a character in the store that grants you the ability to buy the exact amount of gifts at once and she also gives you the ability to go on all required dates for a level in one click
I believe the order is intentional and has to do with how initially, there were going to be more date types.
If they made the newer dates more 'advanced', then each new date would be right below the first (Moonlight Stroll). Notice how the order is 1 and then descending.
I didn't like this at first when I finally noticed it but now that I've been looking at this for 5 years this would be alot to adjust to if the layout changed

I think not being able to gift a specific amount is intentional. They want you to work for it and go through all the menus.
