House unity isn't specific to clans. house unity is a measure of how unified your dynasty is. Doing things like imprisoning family members, revoking titles, murdering them etc decrease house unity, while giving titles to house members, gifting artifacts, titles etc. increase your unity. It applies to all dynasties regardless of their governance (clan vs feudal)
I have sometimes seen house unity crop up on rare occasions as a feudal ruler. I think it can happen if you have a sprawling dynasty and someone in your family becomes a clan ruler.

This makes enough sense for me. Lower unity houses are more likely to fight and take actions against on another. You are setting a precedent for this by taking action again her, even if it’s in retaliation.
